SC Waste Management Limited to design and deliver local authority training in Albania

After successful co-operation with the Albanian consulting firm Co-Plan in the municipality of Fier in west central Albania SC Waste Management Limited have again been engaged by Co-Plan, Tirana, Albania to design and deliver 5 short training courses to local authority waste services managers from the municipalities of Lezhe & Shkoder, AlbaniaThe work involves the development of 5 short training packages for local authority waste managers and covers aspects of waste services including:
- Organizing the waste collection service (Institutional, financial, technical, environment and social aspects)
- Estimation of full cost and tariff establishment based on cost recovery concept, (at least for collection and transport) probably a simple excel sheet calculation (several sheets linked with each other)
- Developing tendering documents and procedures for procurement, (in most of the municipalities and communes the process is tendering out)
- Introduction environmental initiatives for achieving waste minimization
- Organizing inter Local Government Units cooperation (most important one - institutional and financial schemes)
Lezhe and Shkoder are examples of the polarised waste management conditions in Albania whereby Lezhe has adopted a street container recycling system and is trying to improve its image to attract more tourists to the city while its landfill site is a real environmental disaster. (See images below)
Shkoder on the other hand has a no policy of recycling and has a huge landfill site on the floodplain of the Mati River. (See images below)
