Development of an Environmental Impact Assessment of the Construction Phase of the State Prison development at Naklo.

Regulatory review of national and EU law covering environmental and health and safety regulations applicable during construction and operation of the prison facility and associated infrastructures. The review should among others include:

Verification of permits and authorizations needed to validate the lawful development of the selected construction site for its intended purpose (development consent).

Evaluation of public information and consultation requirements prior to the development consent.

Review of applicable environmental regulations regarding the operation of the prison facility including the anticipated secondary activities such as dry cleaning activities and manufacturing workshops.
Assessment of environmental health and safety risks, which may adversely affect the safety of construction workers, inmates, visitors and prison staff during construction and operation of the facility and its associated infrastructures. The assessment should at least cover:

Risks related to the historical use of the selected construction site such as the presence of hazardous materials and underground storage tanks, which could cause occupational health and safety hazards (residual ammunition and explosive materials) and soil and groundwater pollution (heavy metals, hydrocarbons etc.).

Natural hazards, which may affect the physical integrity of the facility and put at risk its occupants and staff. These should at least include: seismic activity, landslides, floods and forest fires.
Assessment of the facility's impact on the environment which should include the following:

A description of the physical characteristics of the facility and its associated infrastructure and the land-use requirements during its construction and operational phases; as well as an estimate, by type and quantity, of expected residues and emissions (water, air, soil, noise, vibration, light, heat, radiation, etc.) resulting from the operation of the proposed facility.

A description of the various aspects of the environment including population, flora, fauna, soil, water, air, climate, material aspects and landscape which will be affected by the existence of the facility, the use of natural resources, emission of pollutants, creation of nuisances and elimination of wastes. This analysis should cover both direct effects and any indirect effects.
Preparation of an Environmental Management Plan describing the proposed measures for the mitigation and management of identified environmental and health and safety issues.
These should be organised according to the different implementation stages and should at least include:
Mitigation measured to be included in the facility's conceptual design:
Prevention of soil and ground water pollution

Specifications for the construction of leak protected areas for the handling storage of hazardous substances and wastes.

Specifications for leak protection measures of underground storage tanks if applicable.
Environmental and health and safety measures to be implemented during the site preparation stage and prior to excavation and foundation works.
Conduct of a specific site investigation if a significant potential for the presence of hazardous substances and/or soil and groundwater contamination has been identified as part of section 2 of the environmental assessment.
Preparation of a site remediation plan indicating how the site should be rehabilitated to be safe for construction and to the environment in case the specific site investigation has confirmed the presence of unsafe levels of hazardous substances in the soil and/or groundwater.
Preparation of a site clearance document stating that the site is safe for construction and development.
Environmental and health and safety measures to be implemented during the construction stage:

Site circulation plan.

H&S training and personal equipment for construction workers and sub-contractors*.
-
Protective measures to secure soil and slope excavations.
-
Provisions for the leak proof handling and storage of hazardous chemicals, such as concrete additives, demoulding agents, fuel and hydraulic liquids.

Waste management plan for the appropriate disposal of construction wastes and wastes related to machinery and vehicle maintenance.

Provisions for the minimization of dust and noise nuisances.
The above documentation will be used as guidance for the project management team and in no way does this documentation negate the need of the contractor(s) to provide their own plans and mitigation measures in the above regard.
